Jan Adams
Founder and Chief Executive Officer
After 24 years of outstanding service in the United States Air Force, Jan Adams retired at the rank of Chief Master Sergeant and focused on building her own consulting firm. She founded JMA Solutions, LLC. in 2005 and has grown the company through hiring outstanding staff who assist the Federal Aviation Administration (FAA) and other Federal clients in the areas of program and project management, air traffic management, engineering services, training, financial management and other disciplines. She currently has 100 full-time employees and over 40 percent of her management team are prior military.
Jan is very active in the community. She serves as a board member for the African American Civil War Memorial Foundation, the Arena Stage Performing Arts Center and is an Honorary Board Member of the Thelma D. Jones Breast Cancer Fund.
She is also a member of the Air Traffic Control Association, the DC Chamber of Commerce, the Economic Club of Washington, D.C., the University of the District of Columbia’s Foundation, and a former trustee of the District of Columbia’s Retirement Board. In addition, Jan is a corporate partner of the D.C. Adopt-a-School program.
Under Adams’ leadership, JMA Solutions has won numerous awards including INC. 5000’s Fastest-Growing Private Companies in America, the DC Chamber of Commerce’s Community Impact Award, Veteran Impact and the Chairman Choice Awards, The Washington Post’s Top Workplaces for the D.C. area, and the Disabled American Veterans’ Small Employer of the Year Award.
Jan is also the President and CEO of Ideal Electrical Supply Corporation which is also based in Washington, D.C. Ideal is a full-service wholesale electrical supply distributor for all complete lines of electrical, lighting, industrial, data and telecommunications networking products, wire and cable, tools and safety equipment. Always looking to be at the center of innovation and community development, Jan recently added the title of professional team owner to her impressive bio. She is part of the founding ownership group of the DC Power FC – the Washington, DC based women’s soccer team, a division of the USL Super League.

She was the recipient of the Ernst & Young's Entrepreneur of the Year Award for the Mid-Atlantic Region and was inducted into the Washington, DC Hall of Fame for her dedication and outstanding contributions to the D.C. business community and her name is engraved on a plate on the D.C. Walk of Fame.
Jan is a graduate of the Community College of the Air Force. She is the mother of two, grandmother of seven and great grandmother of eight.
Anthony Tisdall
President
Anthony Tisdall, President of JMA Solutions, has over 40 years of experience in numerous executive leadership and Air Traffic Control and Air Traffic Flow Management positions.
As President, Tony is responsible for managing JMA's day-to-day operations, including implementing JMA's strategy and vision, enhancing JMA's internal business structure, and managing the company's budget and finances.
Mr. Tisdall previously served as the Sr. VP of Global Affairs and Aviation Solutions. As a member of JMA's leadership team, he played an integral role in managing the company's organizational structure, providing executive oversight to internal initiatives, in addition to expanding JMA's international footprint.
Earlier in his career, Mr. Tisdall worked at the Federal Aviation Administration's (FAA) Air Traffic Control System Command Center (ATCSCC) in Warrenton, VA, as the Air Traffic Manager. In his position, he led the Command Center's National Airspace System's (NAS) Vision initiative and worked closely with other ATO organizations, the military, and industry leadership to safely and efficiently integrate emerging technologies into the NAS.
Mr. Tisdall is a member of the Air Traffic Control Association (ATCA) and the Civil Air Navigation Service Organization (CANSO). Within CANSO, he serves as a subject matter expert on several international task force and workgroups. He also serves as a representative of JMA Solutions on the DC Chamber of Commerce Government and International Committees. In 2015, Mr. Tisdall received ATCA's Chairman's Citation of Merit Award, Special Service Award, and many other awards and commendations.
He is a graduate of La Salle University with a Bachelor of Arts in Psychology. In his free time, Mr. Tisdall enjoys spending time with his family and rooting on his favorite sports team, the Philadelphia Eagles.
Avis Dillard-Bullock, PMP
Sr. VP of Program Operations and Chief Operating Officer
Avis Dillard-Bullock, Chief Operating Officer for JMA Solutions, retired from the United States Air Force (USAF) after 28 years of outstanding service. She has more than 20 years experience in project and program management, leadership and process improvement. She directs JMA Solutions’ Federal Aviation Administration (FAA), State Department, and other contracts, and manages program groups including more than 135 employees and numerous subcontractors.
Previously she held strategic level leadership positions for the United States Air Force as the senior advisor to the Air Force Judge Advocate General, the Air Force Claims Service Center, led a regional office for the USAF Ramstein Air Base, Germany, and served as Operations and Program Manager at USAF Langley.
She hold a MS in Divinity from Howard University, a BS in Business and Management from the University of Maryland University College, a Master Certificate in Applied Project Management from Villanova University and is a certified Project Management Professional (PMP).
Abel Omobhude
Vice President, Information Technology
Abel has more than 18 years of experience in information technology, local and wide area network design, audio and video communication, information assurance and data management, and Government program and project management. He also provides support to the Federal Aviation Administration's Decision Support Services Program Office, and has supported the FAA Aeronautical Information Management Modernization (AIMM) lab.
Abel holds an MS degree in Healthcare Administration and a Master's Certificate in Project Management. He is also certified by the Information Systems Audit and Control Association (ISACA) in Risk and Information Systems Controls (CRISC).
Scott Porter, Director of Growth Strategy
With over 40 years of experience in program and project management, including 26-years of service in the United States Air Force (USAF), Scott brings a diverse background that will further the company’s mission and enhance its strategic approach.
Scott has a proven background in program and project management and has managed several key projects supporting the Federal Aviation Administration (FAA). Prior to joining JMA Solutions, Scott was a Senior Program Manager, managing multiple IT projects supporting the Department of State (DOS). He also held leadership positions in the USAF as an Operations Special Missions Flight Chief, Fort Meade, Maryland; Superintendent, Inspector General Exercises & Evaluations Office; 374th Airlift Wing Yokota AB Japan; Plans & Programs Flight Chief, 374th Communications Squadron, Yokota Air Base Japan; and a Wartime Plans Manager, HQ Air Combat Command, Langley Air Force Base, Virginia.
Scott holds a Master of Science in Information Technology and Project Management from the University of Maryland Global Campus, and a Bachelor of Science in Business Management from St. Leo University. Additionally, he is a certified Project Management Professional and a certified Scrum Master
As Director, Scott will continue to lead the business development team, overseeing the organization and execution of JMA’s strategic goals.
